Configuring preferences and options in Outlook.com
So, bear in mind this is a true workaround so it is circuitous and annoying by nature....
- Download the .ics file.
- Create a new email in outlook to yourself.
- Attach the downloaded .ics file.
- Send to yourself. (Note about how annoying it is you have to do this optional.)
- Open your new mail and click on the .ics attachment.
- Click "+Add To Calendar" in the window that pops up.
- Actually get notifications about your meetings...

I'm having the exact same issue with the new outlook. There is no calendar to select when you import an ICS.
Slight modification to your work around is to open a new email message, drop the ics in as an attachment, and then from the ics attachment, clieck the down arrow and choose "Add to Calendar". This just saves the step of emailing it to yourself.
