I have this problem - Outlook 2016 doesn't accept password or app password - and i think it is a growing World wide Microsoft problem :-(

I have 2 PC's with HOTMAIL accounts in Outlook 2016 ...
They both have this error.
I do get mails ... but I can´t send mails. Yesterday it did work for 1-2 hours ... but right now the error is there all the time :-(
Please help me.

Yes. Same issue.
Authentication error. POP3 using Gmail retriever (application password), IMAP (application password) and Active Sync account.
The issue is DEFINITELY NOT RESOLVED! MS jumped the gun again.
The issue most manifested when your client syncs with the server either as a push or at timed sync interval. This issue was fixed or largely improved in the last day or two.
However, if your client attempts to send an email, mark an email, change attribute on the email, move an email, or otherwise need to initiate a create or change request asynchronously to the server, then you will see the same error prompt. I can literally reproduce this on command.
Therefore, the issue is not fully resolved as MS claims.
Just tried to access my hotmail on Outlook, and I'm facing the same issue. Not sure why Microsoft suggested that this issue has been resolved here: https://support.microsoft.com/en-us/office/outlook-and-other-apps-are-unable-to-connect-to-outlook-com-f4202ebf-89c6-4a8a-bec3-3d60cf7deaef. The issue is far from resolved.
Seems to have gotten worse again tonight, was down for a few hours. I was on cellular data (IPv6) during most of that time. In fact over the last few days it seems to happen more frequently when my phone switches to cellular and back to wifi, maybe the IPv6 infrastructure hasn't gotten all the patches/fixes yet.
Previously I could not log in at all. For the past few days when people started to say it was fixed, I was able to log in.
Since then I have remained logged in, however every few hours I get a password needs changing prompt.
This time I am ignoring it and mail continues to work. Sometimes the connection seems sporadic, and it will download 5 or 6 emails at a time.
It's still better than it was, but it's certainly by no means fixed. I'm afraid to remove the account incase I can't get back in again. This is with BlackBerry Hub+.
