I have this problem - Outlook 2016 doesn't accept password or app password - and i think it is a growing World wide Microsoft problem :-(

I have 2 PC's with HOTMAIL accounts in Outlook 2016 ...
They both have this error.
I do get mails ... but I can´t send mails. Yesterday it did work for 1-2 hours ... but right now the error is there all the time :-(
Please help me.

I am genuinely happy that it works for you but the rest of the world seems to be "stuffed". The Mailbird team have been helpful and offered various solutions to try but no consistent success. Sometimes it appears to work then it stops again.
In Mailbird I have 4 accounts with Outlook / Hotmail / live addresses. The number in error keeps varying between all 4 and 1 then 2 then 1 then 3 etc. Last thingyesteday it was 4 and this morning it is 2.
Surely one of the well paid boffins at Microsoft should know what they have done to cause this widespread and variable problem. If not it hints at lack of testing and control in their internal change process.
Personally not very happy with Microsoft because of their slow acceptance of the problem, the slow response and the lack of any helpful updates on what is wrong and when it will (hopefully) be fixed.

I agree with Frank. I use Mailbird as well and they've been extremely helpful, but obviously disconcerted at Microsoft's lack of a timely resolution.
Mailbird's suggestions to change the server for IMAP only work intermittently. I've been able to get the account to work by completely closing Mailbird and reopening it. Several times a day. This is better than not working at all, but this is completely unacceptable on Microsoft's part.
If Microsoft can't resolve this soon, I'll be canceling my subscription and looking for a different email account.
"New Outlook" has new terms and condition, and by using it, you agree to send and share all your emails and 3rd party account data with Microsoft. So think and read that before you opt to use it. "New Outlook" on Win11 is a PWA. For MS accounts, it probably doesn't matter, BUT if you access any non-MS accounts, it means MS cloud will be the middle man accessing your non-MS account data and refurnishing it to you on your screen. It's very very different than the Outlook desktop which is a local client. "New Outlook" is a cloud client.
It's like what I read yesterday that on the pc, Microsoft started to make Edge importing tabs from Chrome, even if users have Chrome as default.
If that's true (I don't use Edge and i think that the last time I open it was in October/November)... 🤦🏼
