See also here: https://www.reddit.com/r/Outlook/comments/19dx64p/outlook_2013_windows_10_suddenly_not_accepting/Outlook gives me this: (startede yesterday)
I have 2 PC's with HOTMAIL accounts in Outlook 2016 ...
They both have this error.

Please help me.

Hey MS how about an update. Sad.
@n0 hairs: Your first link above does not work. Delete "." at the end ;)
[EDIT] lost track of thread:
To yours and other people's points, while I was getting a ticket created for this on January 25 it was being treated as regular client side password or settings issue even though the symptoms precluded that. That being said I'm glad they created the ticket although I've not heard anything through it. The official status report may be the best we can get: as it it says that they will "update this topic" so keep watching that page. https://support.microsoft.com/en-us/office/outlook-and-other-apps-are-unable-to-connect-to-outlook-com-f4202ebf-89c6-4a8a-bec3-3d60cf7deaef I'm also flagging it at down detector under Office 365 > Outlook. every few hours
There is also a link to the official status here at: Fixes or workarounds for recent issues in Outlook for PC > Outlook Known issues in January 2024 updates: https://support.microsoft.com/en-us/office/fixes-or-workarounds-for-recent-issues-in-outlook-for-pc-ecf61305-f84f-4e13-bb73-95a214ac1230
try giving that to microsoft chat they be clueless and want to give you code thinking its computer issue not mobile then when say 3rd party they just bail out and give you a run around saying not affecting outlook app use our email app meh
