Outlook 2016 doesn't accept password or app password

Clear* connecting to Outlook.com means basic auth. If you are connecting Outlook Desktop to Outlook.com make sure to use the default Add Account experience that will add it as an Exchange account. This is different than EAS and is the only connection option that will connect from Outlook Desktop to Outlook.com with OAuth. Please do not use EAS in Outlook Desktop for Outlook.com or M365.

Concerning the proxy also known as cloud cache there is nothing nefarious about it. If Microsoft abused customer data in any way it would have issues with regulators. Because of this it's actually easier to get into Fort Knox than to access customer data. No one at Microsoft can go look at your email data and no one has any interest in that. The only reason for cloud cache is to make it so Outlook is connecting to your third-party mailbox so that it appears as an Exchange account so that Outlook can provide you with all the features that come with it. VBA support has not been added to New Outlook yet. Outlook for M365 has VBA support if you want get a trial to use it. We just published these instructions (with link to trial) for those that want to export an Outlook.com mailbox, Export your Outlook.com mailbox - Microsoft Support.

We for sure do not want to cast anyone aside, and totally understand the frustration when mail is not syncing or things aren't working as expected. This is totally why I was recommending opening an in app support ticket from both the Mobile device as well as the Microsoft 365 Outlook client so that the support team can see the logs and see exactly how things are configured. Being able to see logs and details about config is going to be much more clear and concrete.

When connecting to Outlook.com it is always recommended that you let it autoconfigure and if you have to select anything you should be using Outlook.com and not Exchange. If you are using Outlook for iOS, there is no need to do any manual setup and it doesn't configure EAS under the covers it uses a different sync technology.

For the best and most simple setup majority of users should never have to do any kind of manual configuration to get their accounts in an email app. This includes Outlook, New Outlook, Outlook for iOS, Outlook for Android, as well as the defaults for apps like Thunderbird and Apple.

It is purely an option, just like you can adopt and use a later version of Outlook such as Outlook 2021, or Outlook that is included in Microsoft 365. If none of those meet your needs or requirements there is also additional 3rd party email clients which do indeed have the needed Modern Auth support.
