I have this problem - Outlook 2016 doesn't accept password or app password - and i think it is a growing World wide Microsoft problem :-(
See also here: https://www.reddit.com/r/Outlook/comments/19dx64p/outlook_2013_windows_10_suddenly_not_accepting/Outlook gives me this: (startede yesterday)
I have 2 PC's with HOTMAIL accounts in Outlook 2016 ...
They both have this error.
I do get mails ... but I can´t send mails. Yesterday it did work for 1-2 hours ... but right now the error is there all the time :-(
Please help me.

It's a little absurd how long this is going on. Our company just switched the entire user base within the company away from 365 because of this issue. Each day this is going on just cost to much and was cheaper to switch to a competitor. Personally I'm switching away from outlook now myself and decided to get my own domain to be done with all the bs.
@Microsoft:
We can't see any progress here after several days: :(
Could you please inform about the status of your investigations ?
A few days passed, this issue hasn't gotten solved yet. It's extremely annoying.
I use Fetchmail to collect mail from Outlook.com, and my IMAP logins with an app password fail 50% of the time. There is no facility in Fetchmail to use "modern authentication" (OAuth2).
This setup worked flawlessly until 6 days ago so I agree with everyone saying this is a Microsoft issue which Microsoft must fix.
