According to the offer Outlook is supposed to be ad free after signing up for a paid subscription.
I paid for a yearly subscription and still get ads in Outlook.
I tried, repairing, resetting, uninstalling and reinstalling the Outlook App yet the ads still won't go away.

Using classic Outlook for Windows in business environments

I just renewed my Office 365 subscription and now I’m getting annoying ads on Outlook, it’s really annoying and I feel my money has been taken under false pretenses. I’m starting to think that the best solution would be to cancel my subscription and drop outlook.
I solved the problem by deleting the app from my iPhone. The ads only appeared in the iOS version and the Apple Mail app works fine for me.

I have the same problem. I have personal MS Office 365 2021 (lifetime). The ad keeps coming on my outlook and bother me and my work. I attached a screenshot for your perusal. I use a Macbook pro 2017.

I have the same problem, but the issue is far deeper as to go through the workflow to link the given outlook email address does not work and even as a subscribed user they are selling my data to receive ads, so this has been reported to the ICO Office.
We get enough SPAM rubbish in email, it is awful now the platforms we use is selling the data to feed us more ads.
This is also a potential GDPR issue as you cannot unsubscribe from these intrusions.
