When Outlook (new) updated it decided that upon turning on and signing in to my computer, that it would open. I cannot for the life of me find the setting to turn this off. APPS SHOULD NOT OPEN UNLESS I CLICK THE ICON.

This is ridiculous; we should have to go through this much trouble to stop an app that assumes we want it open. Can't help believe this is the way it was designed, considering, what I've seen with Bing AI: you ask a question and it give an opinion....
Same problem.. I uninstalled the mail app until Microsoft fix this
My prior suggestion worked for a couple of weeks only. (Apps & Features -> .. -> .. "repair")
I used Greynomad's suggestion (repair) and so far, fingers crossed, I haven't had the problem of outlook automatically starting.
I tried all the recommended solutions but nothing worked for me until I used "repair" - > apps & features -> search for Outlook -> click on Outlook -> click on Advanced options -> Look under RESET for "Repair". I hope it works for you too :-)
