I am unable to log into my hotmail account

Good morning,

For some reason my hotmail account (************@hotmail.com) is locked out and I'm unable to log back in. I went through the recovery steps and still won't let me. Please assist. This is my account and I can't get in.

Please do not send me the link to recover as it doesn't work for me. My cell number is currently not active as I am out of the country (Canada) and I answered the questions correctly but it won't work. My password hasn't changed in years and I don't know why it still won't let me in.

    For some reason my husband's hotmail account (*** Email address is removed for privacy ***) is locked out and he is unable to log back in. He went through the recovery steps and still won't let him. This is his account, and he can't get in. He always has used his phone number in order to reset his password but now the message say that the number does not math with his account. Please assist.
