I am unable to log into my hotmail account

Good morning,

For some reason my hotmail account (************@hotmail.com) is locked out and I'm unable to log back in. I went through the recovery steps and still won't let me. Please assist. This is my account and I can't get in.

Please do not send me the link to recover as it doesn't work for me. My cell number is currently not active as I am out of the country (Canada) and I answered the questions correctly but it won't work. My password hasn't changed in years and I don't know why it still won't let me in.

    This was an account that was set up on my behalf, when I was much younger. the email (******@hotmail.com) account has been blocked and despite several efforts to contact HOTMAIL, there has been no success. The phone number that was used has been out of service for years. Is there please any other way in which I can recover my account. Please help.

    I'm try to get into one of my mum's old Hotmail account and she dose not remember the password and the phone number has been out of service when the account was set up I was under 16 at the time
