I am unable to log into my hotmail account

Good morning,

For some reason my hotmail account (************@hotmail.com) is locked out and I'm unable to log back in. I went through the recovery steps and still won't let me. Please assist. This is my account and I can't get in.

Please do not send me the link to recover as it doesn't work for me. My cell number is currently not active as I am out of the country (Canada) and I answered the questions correctly but it won't work. My password hasn't changed in years and I don't know why it still won't let me in.

    I can't log into my hotmail. I don't have authenticator and it won't except my phone number. Please can you help?

    I get message

    Safari cannot open the page

    The Error was “URL can’t be shown”

    Why can’t I get into hotmail.

    MICROSOFT UPDATED MY HOTMAIL,,,,NOW CANNOT ACCESS ONLINE BUT CAN OFFLINE....MESSAGE SAYS IT IS BECAUSE

    I AM BEING PROTECTED FROM FEES FROM OVERUSE. NEVER HAD OVERUSE PROBLEMS
