I reset my password but my account still blocked?

I changed my password to get a new pin and I'm still blocked

I went to use my hotmail account and it is saying it is blocked from too many attempts. So I changed the password but it still keeps coming up with the same message. That it is blocked from too many attempts.

First i asked a reset of pasword

I filled in all the questions that they asked about past send emails to who and what subject

Then you have to wait for a reply of microsoft ,

The reply was there was to many action on this account and it is blocked

In Belgium it is very easy to prove your identity via the government app ITS ME but my account remains blocked

I just responded to the questions you asked, it took me about 2 minutes. Why did you drop the thread and assume my problem was resolved?

then I reset my password, and when I log in with the new password, the same message comes up again
