How I can switch from working offline to working online in outlook?

Got a message that I received a response but nothing appeared when I reviewed the suggestion from working :offline: to "Working Online" in Outlook - and so I still have the issue.
I have pressed the button to turn off work offline and it is not turning it off and I am not receiving emails. Any advice please is appreciated
