How I can switch from working offline to working online in outlook?

I can't seem to turn off (off line) I did what you said in the comments but it is not working.
Also I just changed to google fiber and my PC will not stay on the internet.
Can you help with both issues.

when I click on the working offline preferences it will not let me cancel and get back on line
Clicking on it doesn't give me any other options
when I click "work offline" to switch it to online as instructed, nothing happens
can't get it out of working offline.
i'm not able to switch from working offline to working online and therefore i am not able to add an e mail acct to my outlook
