Outlook. Not receiving or sending emails

I have been trying to fix Outlook for three days now. With the help of Earthlink, Geek Squad, etc. I am unable to send or receive emails through through my Outlook. Web mail is fine.

    I have stopped office 365 as I no longer need it. Can't send emails or receive as they are saying storage full. Don't understand im not a business both me and my wife are retired and send and receive minimal emails

    I have checked, my storage is not full. It just stopped working about 2 weeks ago without reason.
