Outlook. Not receiving or sending emails

I have been trying to fix Outlook for three days now. With the help of Earthlink, Geek Squad, etc. I am unable to send or receive emails through through my Outlook. Web mail is fine.

    hat do your Junk Mail options look like? They can be set so that only Safe Senders or Recipients emails will appear:

    There is also a setting that will add people you email to the Safe Senders list:

    My junk mail options look different. I am using the web version of Outlook. I dont have the options you are displaying for Junk mail. As well, I dont see the option about "adding people I sent emails to as safe" That would be better, but still doesn't help me if I dont know someone is trying to send me an email.

    Well, that is Outlook on the Web (OWA) through a browser. Since OWA is a direct connection to the email server, about all I can suggest is contacting Outlook.com Support. Click the Help tab in the ribbon, click Help, enter a question in the search box at the top and hit Enter - it will give you a list of suggested fixes. Scroll to the bottom of the list and click the Yes button under Still Nees Help?

    I have been having this problem for a while . when someone sends me a email I do not get it it never reaches my inbox.

    I get a bunch of junk but not important emails
