Outlook. Not receiving or sending emails

I have been trying to fix Outlook for three days now. With the help of Earthlink, Geek Squad, etc. I am unable to send or receive emails through through my Outlook. Web mail is fine.

    I have this game called rainbow six siege, and I cannot access my old email which is ******@tigertown.com which means I cannot play the game. I was told about reaching out to you and that you could do something about this, I cannot access it whatsoever even if I change the password, I've also waited for a response for 2 months from them and haven't heard anything back.

    Specific government domains are on hotmail blacklist, so I cannot receive emails from these institutions. How to resolve this problem?

    There is a yellow bar at the top stating my account needs attention but it will not let me sign in. I can see the emails through my phone app but not able to see any new emails on my personal computer.
