Outlook. Not receiving or sending emails

I have been trying to fix Outlook for three days now. With the help of Earthlink, Geek Squad, etc. I am unable to send or receive emails through through my Outlook. Web mail is fine.

    This has been going on for a month! How can Microsoft not fix this issue! I still only receive emails once a day and cannot send any.

    I am logged in but i cant not

    Send or recive mails. Can not get in to Outlook.

    I am not sure what seems to be the issue. I have the hotmail account for a long time. The storage seems to be fine too, I just checked. I don't think it OutlookNew account, not sure what the difference is. It has recently stopped sending and receiving emails. It will upload on its own after several tries and refreshing again and again. Sometimes if takes more than 4-5 days before showing me new emails both in inbox and the junk folder. I can't received urgent codes for logins. Please advise.

    There have been some issues along this line with Outlook New. Is this an @outlook.com email address, or do you have Outlook.com setup with what's known as an EASI address ("Email as sign-in" (EASI) refers to using a non-Microsoft email address, like Gmail or Yahoo, as the primary login for a Microsoft account. This means you can sign into services like Outlook.com or other Microsoft apps using your chosen non-Microsoft email address). This type address has caused similar issues with Outlook New for some folks. The fix for at least one of them was to sign out on Outlook.com using the Sign Out Everywhere switch, then logging back in. If this is an Outlook.com address, please check to see if you have a Support button on the Help tab:
