Using classic Outlook for Windows in business environments
At first my group email was going to sent emails to one name of a person. I am not receiving email from a city off, such as a receipt.

I have been trying to fix Outlook for three days now. With the help of Earthlink, Geek Squad, etc. I am unable to send or receive emails through through my Outlook. Web mail is fine.

At first my group email was going to sent emails to one name of a person. I am not receiving email from a city off, such as a receipt.
There are some emails that I do not receive. I have checked my junk folders, blocked emails, rules, storage size, etc. etc. all the standard steps that microsoft recommends. When I add the sending email address to my safe addresses, then emails came through. Or if I send someone an email, and they reply, then i will get the email. This does not happen with all email addresses that send me emails. it seems to be random. Even domains vary. Eg. i get some gmail.com emails, and others I don't. Please don't suggest adding the addresses to my safe list, because if I dont know that someone is sending me an email, I wont know to add it. I can very easily trouble shoot this with someone from microsoft at your convenience.This is very frustrating and I am at the point of changing to gmail to avoid the problem. I have been using this hotmail email address for 25 years now and it will be extremely difficult to switch over all my personal and business contacts to a new address.Thank you, Perry

What exactly happens when you try to send an email? Do you get any error messages? If so, please post it/them here word for word, just as they appear to you, please.
I have 2 email accounts on my computer. 1 is working but the other one can't receive or send emails
