Outlook. Not receiving or sending emails

I have been trying to fix Outlook for three days now. With the help of Earthlink, Geek Squad, etc. I am unable to send or receive emails through through my Outlook. Web mail is fine.

    My junk mail options look different. I am using the web version of Outlook. I dont have the options you are displaying for Junk mail. As well, I dont see the option about "adding people I sent emails to as safe" That would be better, but still doesn't help me if I dont know someone is trying to send me an email.

    hat do your Junk Mail options look like? They can be set so that only Safe Senders or Recipients emails will appear:

    There is also a setting that will add people you email to the Safe Senders list:

    I have an gmail account. from it, I sent an email to my hotmail account. the hotmail account does not receive the email. The Gmail account does not show any delivery error messages.

    With that same gmail account I can sent to other email addresses and they receive no problem

    In my hotmail account, if I add the gmail email address as a "safe Sender", then I will receive the emails. Then after that, even if I remove the gmail address as a safe sender, I will continue to receive emails in hotmail from the gmail account

    yes, I can send myself an email and receive it. I can receive from some ids, but not others.

    So, this email you can send to yourself and receive is NOT coming from your Gmail account then? What account did you use?

    I have a gmail account that my hotmail account will not receive emails from. On my gmail account, I do not get any error message or Non Delivery information on it. It is in my sent folder just like any other email. From my gmail account, I can send an email to two receipients. My hotmail does not get delivered. The other email does.
