Outlook. Not receiving or sending emails

I have been trying to fix Outlook for three days now. With the help of Earthlink, Geek Squad, etc. I am unable to send or receive emails through through my Outlook. Web mail is fine.

    In this case, the server you're using appears to be blacklisted as a relay site:

    Network Tools: DNS,IP,Email (mxtoolbox.com)

    This is a job for your ISP to deal with.
