Using classic Outlook for Windows in business environments

I have been trying to fix Outlook for three days now. With the help of Earthlink, Geek Squad, etc. I am unable to send or receive emails through through my Outlook. Web mail is fine.

Still not able to receive any emails
OK, Hotmail. So, how do you connect to Hotmail? Do you use an email app (Outlook, in this case), or do you use Edge or Chrome or Firefox connected to www.hotmail.com? My assumption was that you connect using Outlook, since this is an Outlook forum. Connecting to Hotmail with a web browser is considered "Webmail" and I'm curious to see if you see the same lack of email via webmail as you do using (again, my assumption) Outlook?
Hotmail. The email address I have used for over 2 decades which I have never had a problem with until the last couple of weeks. My guess is a mircrosoft update that it all screwed up.
I have checked, my storage is not full. It just stopped working about 2 weeks ago without reason.
2 to 3 weeks ago my outlook stopped receiving emails. I ONLY GET ADS. I am tired of getting the runaround.
