Here are the key things to check:

1. What build number is your Outlook (File, Office Account, under About Outlook)? If the build is less than 11601.10000 it will not support Modern Auth. As an alternate solution, you can install New Outlook for free, Outlook for Windows - Free download and install on Windows | Microsoft Store or buy Outlook for M365 or Outlook 2021.

2. In Outlook If you click File, Account Settings, Account Settings, what is the Type is your account?  It needs to be Exchange, not POP or IMAP to work. If POP or IMAP you need to create a new Outlook Profile and migrate to it, Create an Outlook profile - Microsoft Support.
