I would like to add that this issue only persists in Outlook. In Word and Excel it still works.
This change is a permanant change due to a security update. The mitigation is to add the affected URLs to Internet Options, Trusted Sites, per guidance here, Outlook blocks opening FQDN and IP address hyperlinks after installing protections for Microsoft Outlook Security Feature Bypass Vulnerability released July 11, 2023 - Microsoft Support.

Hi,
Most of my colleagues reported me that they can open links with prompt if they are sure. No site added in any zone.
Outlook build is still 2307. Maybe it is some kind .NET update. I do not have official information from Microsoft anywhere.
However other old issues from one of previous Microsoft Update appear. When they close Excel now it closes Skype for Business client.
Exact same issue was generated by Microsoft about an year before with one of their updates.
I do not have anything more to say.
If Microsoft do not set their automatic test not to produce such problems when they already done it before, it is ridicules.
I'll reopen the old issue log for Excel and SfB. Sorry to put such comments here.

It would seem there will not be any "fix" the workarounds are the resolutions to be used with caution on verified trusted domains, IP Paths, URL's etc.
