Please help, Outlook inbox is not displaying all emails received.
Missing emails do not appear in focus, other, or junk inboxes.
Inbox is not full, all filters are reset.
Missing emails can only be seen when using the search bar.
This issue occurs on phone and laptop, even after reinstallation of Outlook.

I too was having this exact same issue with my work Exchange account in Outlook 365 Desktop (v2404 Build 17531.20152 Click-to-Run) on my Surface Pro 7+ (running Windows 11 Pro 23H2). I was seeing the new messages on my Note 9 via the Samsung Email app, but not in Outlook Desktop.
Simply exiting and relaunching Outlook Desktop made ALL the emails reappear, and new emails are showing up again as they should. I was hesitant of losing track of my work flow with multiple email windows open, but in the process, I learned that by simply going to File > Click Exit, Outlook Desktop will save ALL your existing message windows. Upon relaunch, it'll prompt if you want to re-open the message windows you previously had open before exiting Outlook, bringing you back in your work flow.

I have come across this.
Go to Settings > Mail > Rules and see if any rule regarding your inbox was added.
I am having the same issue.
