Changing Location of Outlook 365 Navigation Bar

How do I move the Outlook 365 Navigation bar from the left side of the Outlook Window to the bottom of the window? The instructions I have researched do not show anything like what exists on my Outlook 365 program.

    Meh. Sure this works, but it only works technically speaking. It disables merging the menu bar & title bar, so now it's wasting extra vertical real estate... It's changing out one problem for another.

    Also, the toggle says "coming soon", now with Microsoft we can never know (and they will not say) how soon soon is, but it is definitely a temporary workaround until "coming soon" becomes "permanent feature because we think we know better!"
