Changing Location of Outlook 365 Navigation Bar

How do I move the Outlook 365 Navigation bar from the left side of the Outlook Window to the bottom of the window? The instructions I have researched do not show anything like what exists on my Outlook 365 program.

    As a visually impaired person I sometimes need to remember where functions are on the screen. The inability to customize where certain shortcuts cause a larger problem for me than it solves for Microsoft.

    Microsoft WHY ! Sometimes you make changes that make no sense.

    Let people select where they want it. WHY !!

    It is a corporate decision to implement the application, it should be the users choice to determine what is visually comfortable. Despise the lock down and very disappointed.
