I have recently switched to the New Outlook format and I'm trying to reestablish a 3 min delay on all emails I send.

The Rules tab does not allow for the same settings to be establish as available in classic format.

Is there a way to establish a delay in the new app?

Thank you so much for this information! 10 seconds is really all I personally need as I often accidentally push send with my hand as I type the message on my phone.

    Have a nice day!

I am not able to add custom "apps" or Add-ins" to either my OWA or New Outlook for Windows. The option is not there on the ribbon, and I can't seem to have the option to add it. This link has a suggestion:

https://support.microsoft.com/en-us/office/use-add-ins-in-outlook-1ee261f9-49bf-4ba6-b3e2-2ba7bcab64c8, but that doesn't work for me either, navigating to https://aka.ms/olksideload simply sends me to my inbox, no Add-Ins for Outlook dialog...

As Jason McCulloch pointed out, there is a (limited) function in Settings -> Mail -> Compose and Reply called "Undo Send" that allows you to cancel sending a message for 10 seconds while Outlook holds it in the Outbox. Not the full functionality, but it will prevent most accidental sends.
