How can i set up a delay on all emails in New Outlook

Yep. I came to that conclusion, too. I have deleted "NEW OUTLOOK" (one of the most frustrating MS app "updates" I have experienced - quite an achievement, considering how bad some other MS app updates have been). It is a great shame that in dumbing down the rules for outlook, this very useful feature, used by a great many customers, has been deemed as not worthy of inclusion by MS. New Outlook? Another Microsoft triumph..... Ha!

It's not the solution I want, but a workaround I found to try and unsend a message after you did send them it already:

If you sent a message.

From there, go to your sent messages and open that message.

Click the three dots at the top.

Click recall message.

It will try to remove it from the recipient's inbox.

Of course, you can also do Settings > Mail > Compose > Undo Send > 10 Seconds.

This adds the undo send box to the bottom of your screen after you send it for up to 10 seconds.

Old Outlook still lets you add the rule for delaying it any number of minutes.

This is still frustrating, the only work-around I've seen so far to provide a bit of relief is to use the 'Undo Send' feature.

Located in: Settings -> Compose and reply -> Undo Send

You can cancel an email message after you've selected Send. Messages can be canceled for up to 10 seconds, and you can choose how long Outlook will wait to send your messages. When enabled, after you hit send on an email, an 'Undo' pops-up bubble displays at the bottom of the window temporarily allowing you to quickly cancel your email. To cancel, select the Undo button that appears at the bottom of your screen.

Microsoft - please consider extending the time allotted to undo an email send to at least 1 minute.

Within our firm this is a show stopper on the migration to the New Outlook.

Sent messages need to be routed via an Outbox and there has to be able to set a flat delay on all messages.

In my case I delay messages by 3 minutes and it was often a lifesaver.

Many members of staff use this functionality and have reverted back to the classic Outlook application after trying the New Outlook briefly.
