I know this question was asked before but the reply was closed and I noticed something important. The email is being sent from Microsoft domain , that means Microsoft domain is hacked already and sending these spams .

You haven't said if you've been following the numerous advice you've received or not.
Also, you can't fix an issue in a couple days. Follow the advice you've received for the rest of the year and come back next year if things haven't improved.
No offense but how can Microsoft be so pathetic? When we sign in you ask if we want to remain signed in and never fixed the annoying glictch of being asked the same question, then you log s out anyway and then you put us through the ringer to log back in,YET you see someone half way around the world logged into our account and you just let them have the time of their life. Does that make any sense at all? Also, the people who respond as if they are tech support for microsoft, do you work for microsoft or are you some person actling like you do? Also you rarely give a completed answer that works. Get with it people You suck.
Get the exact same message from the same IP i8n Russia. Sometime get them several; times jn one day. Does not show up in my recent Microsoft activity. All I know is that I checked "Report the User" box. Seem like all I get is more spam. How can this be stopped> Like others changes passwords ans set up two verification.
I see this a lot as well.
But I don't get a choice to BLOCK it ?
There are others where I don't get that option to block that clearly are scams/fake ?
But most I do get that option to Block.
I hope MS realized if the PERPS have a way to not block them and therefore NOT let MS be alerted to MILLIONS complaining via the BLOCKING method and reduce some spam.
At the same time, moussing over them produces no sender email address, why not ?
(Most other spam emails moussing over them produce a sender email )
Also, when you report/click a email such as these as spam are these PERPS able to use a silent return receipt to signal they have a LIVE account and to keep bugging you ?
If the Govt's/Internet authorities want to do a test, they should test shutting off countries ALL IP access to the USA wouldn't you say ? HEY HEY, HO HO this is what the Internet as became... A SPAM breeding ground.
Could be an incentive for govt intel/security agencies ("FIB") to catch these criminals instead of Grandma's and school Moms.
There should at lease be reports WEEKLY the arrest of internet criminal$.
