Microsoft account unusual sign-in activity from Russia

WHEN ARE YOU GOING TO HELP ME WITH THIS ISSUE

I know this question was asked before but the reply was closed and I noticed something important. The email is being sent from Microsoft domain , that means Microsoft domain is hacked already and sending these spams .

This has been a problem for some time now and I have asked for help and have not gotten any assistance
