I like to open unread emails in a new window vs the email window. It sometimes works by double clicking but not very often. Is there a trick I'm missing?

To clarify, that only adds the button to pop the window out. It does not change the behavior of double-clicking on the message preview.
There is no such option in Settings / Customize Options called "Open in New Window." Nor are there any of the selections you show in your screen shot

After opening Customize actions, I do not have options that you have shown above. I have attached copy what shows my settings. I do not see option OPen in new window.

I have no proof, but my guess is that the new Outlook is designed to function this way. It is not that the dev team missed it. They designed it that way. That is why they are requesting feedback. The one guy on the dev team got out-voted for keeping the feature. Now they need to know the public really does want this feature to add it back to the code.
I don’t think that’s the case. Before finding this post I found an article from Microsoft, updated 3 days ago, on this specific option and it was specific to the new outlook. That option is new and unchecked by default. I’m not sure who in their right mind would ever think it’s a good idea to not be able to open emails in a separate window. One wouldn’t even be able to reply to an email while reading from a different one.
You should post the link to the actual suggestion you posted so others can find this and upvote it. I searched for your suggestion and could not find it.
