Using classic Outlook for Windows in business environments
What do you mean by 'I disconnected my account'?'
So you do not have anything checked in the Junk E-mail Options now?

Last week, my personal Outlook email started getting ~50 spam emails per day. I barely ever use this email address, so I am not sure how or why this began to happen. How can I stop all of this spam from getting to my inbox?
I have been flagging all of the emails as spam, but it doesn't seem to be stopping the influx of emails I am getting.

Here is what worked for me :
1/I emptied all the white lists and other lists in the spam parameters then checked the two boxes at the bottom of the page then saved.
2/ I disconnected my account and waited for a day.
3/ I reconnected to my account and unchecked the two boxes at the end on the spam parameters page. I let the other lists blank.
4/ I disconnected from my account for a day
The SPAM filter is now all good
I have the exact same issue and this is driving me crazy!
Blocking sender/Reporting as spam or phishing does not do anything. It's like it does not work at all.
I have set Junk Mail Option to Safe List only and I still receive over 20 spam emails per day!
Does this look like a Safe List Only to you?
This problem has been somewhat resolved for me, after I cleaned out almost every domain added to my trusted domains. I still get like a bazillion spammails, but now they end up in the trash at least, and not in the priority inbox.
Thanks @deansturgess. You would like to think a company like @Microsoft would be trying to actively resolve this issue.
