Using classic Outlook for Windows in business environments
How long has it been? About 8 weeks?
And still not a peep from Microsoft. Disgusting.

My outlook.live.com quick actions moved to the far right of subject and received column and I can't move them back beside sender and subject. The quick actions appear on far right of email. I went to Mail - Customize actions -Quick actions. The template shows them on right but the screen narrative shows "Quick actions appear beside sender names and subject lines in your message list". Please help me get the quick actions back to between From (Sender Name) and Subject.

Looks like the new ribbon now includes the up/down arrows!
However the original issue that lead to this post is still unaddressed.... Still no possibility to move the quick actions back to where they were.
In fact, as other users have already pointed out, in the settings, the description of quick actions doesn't even match the new location.

Yes. Ignoring hundreds of people for over a month is deplorable.
Feels like we're all just ants in some giant kid's Ant Farm and they just love messing with us :-(..
