Outlook is behaving again, for no apparent reason. I have a pet peeve. If I could influence Microsoft, I would love to manage user menu standards across Windows and Microsoft apps. It seems as though each iteration from Windows 3.1 has gotten worse. Menus and settings are scattered across pages at random, differently for each setting and app. Menu options with the same names as each other behave differently. The Control Panel Settings are a complete mishmash, with access to Options hidden away. The massively larger registry seems to be increasingly recommended for editing to solve problems. How hard would it be for Microsoft to set and maintain some standards in menus. They might even set optional standards for major app providers for major categories of applications. For example, look at collaboration applications. Teams, Webex, Skype, Slack, Google Meet etc scatter their settings and inputs with no concern for a standard for users. There is probably an Answers page about this.
