In my case, there was an issue with Yahoo itself. They sent out an email acknowledging it and all my emails were restored within a few days of their email.

I suggest reporting it to Microsoft officially. I have reported it and was told by support staff they were not aware of any such problems. I found two possible causes: 1) synching email with a Yahoo account, as Yahoo let’s you grab email from other accounts and or 2) Using the new Outlook desktop/laptop client. Both seemed to trigger the problem for me.
Same happened to me - all messages in my inbox, send, etc are gone - noticed that when I opened my hotmail account on Dec 3-rd, 2023.
What is going on?
