I am using the free version of Outlook.com and followed the forums and help how to set up a GMail sync to Outlook.com.
However since two days I got this clicking on the "Sync Email" menu.
Even the X button on the upper right corner does not operates when being in this menu.
I tried this menu in browsers like Edge, Internet Explorer, Chrome, Opera.
All the same results.

Important update from Microsoft support:
"Thank you for your response. I understand how frustrating this must be for you but unfortunately there is no ETA as to when the issue will be fixed. We will let you know once a fix is released."
It is hard to understand how a massive corporation like Microsoft, with its huge IT resources, cannot fix this bug, which they they themselves introduced.
It makes me anxious about the future of Outlook.com as a viable free email service,
I see possible solutions for changing the default FROM: email address have been posted (though not referenced by Microsoft support).
I have not tried these yet.
Also, several posts raised the possibility of infringement of the Data Protection Act.
I am not an expert here, but the possibility of being locked out of a synced account after a password change there which you cannot replicate on Outlook.com, causing repeated unsuccessful POP3 login attempts, may be a breach of Data Protection Legislation, as the user is being denied access to their own data.
I have told MS I think it is a breach and intend to report them to the Data Protection Commission here.
Outlook is just a very bad product. No Exchange support, sync errors, and bad technical support. It may be time to start migrating over to iCloud.
The only reason I used Outlook was because you could make e-mail aliases and send mail over smtp.
Now there is no use for Outlook anymore since I can't make aliases.
Aliases was a very good safety as you could delete the alias once you stated to get spam.
I just received this from Microsoft:
