I am having exactly the same problem.

I am using the free version of Outlook.com and followed the forums and help how to set up a GMail sync to Outlook.com.
However since two days I got this clicking on the "Sync Email" menu.
Even the X button on the upper right corner does not operates when being in this menu.
I tried this menu in browsers like Edge, Internet Explorer, Chrome, Opera.
All the same results.

Unfortunately, this kind of bug makes using Outlook pretty inviable for me. It's not the first time a core feature stops working for days. The feature of using IMAP and POP was removed from my settings right before it stopped working. I decided to accept the only option of using the GoDaddy integration (which already seem'd absurd), but now it doesn't work either.
Tested on another Outlook account (that never changed anything on that setting), same bug. Since it seems like a problem for everyone, I hope it will be fixed soon.
Please, prioritize this bug, it is really important for us.
This page ( Sync mail ) should show POP3 and IMAP infomation that is nothing related to Gmail.
And it has already broken more then 24hrs ( it is 20 Feb so it is almost a week )
Both my computer in Office and Home not work. So don't ask me to change network. It still broken even using a VPN.
It is broken on Edge Firefox and Chrome so don't ask me to change browser.
please don't c&p useless and create a bug to your engineer/team.
Any luck with that? I'm having the same issue, including that I can't sync my email account on any other application besides Windows Mail.
I also got the same problem.
When I access to the sync mail setting of outlook.com, the server make that requests and got a 500 response.
Absolutely m$ make something broken.
