Your 1st work around is still 'ticking' (there I go again!) along for my Outlook 2016 nicely with still no Pop-ups - by disabling/unticking the Store Outlook Settings to Cloud - I have these settings backed up in a file anyway - thus while I say with irony "I will leave it that way" 'as if its not broken I'll not fix it' i.e. technically it is bkn by ommission or error by MS recent update in June, and hope the darn pop - up stays away which it seems to be doing, as per your 1st work around mentioned herein which is working for my Outlook real well. Strange your (this first simple work around) did the trick for you initially but pop up came back quickly whereas mine all be it O/L 2016, aside from no drop down options of course, running fine. All very wierd this one but hopefully a proper fix will loom in an update from MS soonest for all versions and those affected.
Might drop a note to our external environment server IT guys over the ditch in Aussie if time permits with work, to see if they've had any issues/queries with or from our work network group. Perhaps many are running 365.......but some I'm sure must have purpetual Outlook versions as their email client.
