My Outlook 2016 "Start Up Options menu" has no drop down submenu

I have Outlook 2016 on my home computer. Within the last few weeks, on reopening Outlook, I have received the message "Outlook closed while you had items open . Reopen these items from your last session ?".

I have tried to remove this function via File; Options; General; Start up options, but  my Start up options title does not have a drop down menu !

I have opened and reopened the Options menu, but to no avail. Nor is there an option to press on the heading "Start up options" which is located between Privacy Settings and Attachment options

I'm sure that I must have closed Outlook in the past without closing all items, but this message has only begun appearing within the last week.

Is there a fix?

    When affected users reply in this thread it might be helpful if they could include their Windows version and build (go to Settings | System | About | Windows Specifications, or open a Run dialog box and enter winver) as well as the full name of their Office product (e.g., MS Office Home and Business 2019 Click-to-Run) and Office version and build number shown beside the "About Outlook" button at File | Office Account | Product Information as shown below. Note that the Office build number shown beside the "About Outlook" button is different from the build number displayed when you click that button.

    If you have a retail version of MS Office Click-to-Run (C2R) then the version and build number shown beside the "About Outlook" button should match one of the recent version and build numbers documented in the update history for Office 2016 C2R and 2019 C2R at https://learn.microsoft.com/en-us/officeupdates/update-history-office-2019#retail-versions-of-office-2016-c2r-and-office-2019 or the update history for Office 2021 C2R at https://learn.microsoft.com/en-us/officeupdates/update-history-office-2021#retail-versions-of-office-2021.

    It might also help if you could post back and tell moderator Jason Guer the full name of your Microsoft Office product (e.g., MS Office Professional Plus 2021 C2R, MS Office Home and Business 2021 C2R, etc.). As far as I know the current channel release of all Click-to-Run (C2R) versions of MS Office, including the subscription-based Microsoft 365, are currently at Version 2306 / Build 16529.20182 C2R (rel. 11-Jul-2023), and all receive updates on the same schedule.

    I might be mistaken, but I don't recall seeing any posts from Microsoft 365 users reporting problems with this "Outlook Closed while you had items open. Reopen those items from your last session?" prompt since Version 2306 was released, so this might be an issue that only affects users with a perpetual (non-subscription) edition of MS Office 2016 / 2019 / 2021 Click-to-Run. I gather that Jason Guer wants to know exactly what Office products we are currently using (including the version and build number) so they can compile a list of products affected by this bug and then forward that list to their contact at Microsoft.
