I have Outlook 2016 on my home computer. Within the last few weeks, on reopening Outlook, I have received the message "Outlook closed while you had items open . Reopen these items from your last session ?".
I have tried to remove this function via File; Options; General; Start up options, but my Start up options title does not have a drop down menu !
I have opened and reopened the Options menu, but to no avail. Nor is there an option to press on the heading "Start up options" which is located between Privacy Settings and Attachment options
I'm sure that I must have closed Outlook in the past without closing all items, but this message has only begun appearing within the last week.
Is there a fix?

It seems to be getting worse. When I open my Outlook 2021 retail version now 3 inboxes and two messages that were previously closed open up again. Microsoft created this problem and we fully expect them to back out the cause or fix the problem. How do we know someone is working on it?

Have you received the Version 2307 / Build 16626.20132 update (released 26-Jul-2023), and if so is your MS Office 2021 behaving any differently since it was installed? If you haven't received this Version 2307 update yet and don't want to wait for it to be automatically installed you can go to File | Office Account | Updates Options and choose "Update Now". Note that the Current Channel release notes <here> indicate an even newer update Version 2307 / Build 16626.20134 (rel. 27-Jul-2023) was released late today that has a minor bug fix for display fonts so you might receive that newer build instead.
I manually updated to Version 2307 / Build 16626.20132 today and since then I haven't seen any “Outlook closed while you had items open. Reopen those items from your last session?” prompts at Outlook startup, but I've only been testing for a few hours and those prompts might eventually return. I'll post back if I see that prompt reappear again.
Unfortunately, the Version 2307 / Build 16626.20132 build did not fix my problem where the settings under the Start Up Options header at settings at File | Options | General | Start Up Options are missing ...
... and when I checked my registry I can see that the registry value ReopenWindowsOption at HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Outlook\Preferences is still missing as well.

Thanks your post. I updated my MS Outlook 2016 last night re the first update version noted above, Version 2307 / Build 16626.20132 and again today, update to Version 2307 / Build 16626.20134.
I subsequently re-ticked my previous work around, that is ticked "Store my Outlook Settings in the Cloud" checkbox at File | Options | General | Cloud Storage Options to see if the issue of the pop-up was resolved. Initially for 10 minutes Yes, no immediate pop-ups, which has been usual since update ver2306 since back in June!, after re-ticking/selecting (Store My Oulook settings etc) - BUT alas - it didn't take long for the pop up to appear again. Quite quickly. And, as you have noted no options in the Start Up dropdown, as yet.
Thus from my perspective there has been no proper fix resulting from these updates for this thread issue at all (aside from the work arounds) resulting it appears from or since the June update! We still await the issue to be resolved by Microsoft.
Suffice to say I have left the 'Store settings to Cloud Storage option unticked and no pop-up.
For the average user of ''the product/s/versions'- I do not believe Microsoft should expect users to fiddle with their registry.
An update specific to the issue should be undertaken for its resolution. And, at least in meantime further advice from M/soft that it IS being attended to.
