Many thanks for your post to the community regarding the ongoing issue that is affecting many Outlook users and has been the subject of countless posts over a long time.
What is frustrating and is disappointing a lot of users, is not only the message that keeps appearing, but what appears to be the total lack of communication from Microsoft to moderators such as yourself, Jason and others, who are fronting this issue on Microsoft's behalf. That is not a fair go for good people that are trying to help. Please correct me if I'm wrong about this. Who knows, Microsoft maybe suffering from a lack of resources for any number of reasons.
For those out there who have been very helpful to users such as me, who are not great with behind-the-scenes settings and workings of software programmes such as Outlook, a big thank you for the time and effort you put into helping others out to have a more pleasant experience.
For what it's worth, I have been free of the pop-up for some time now. I did add the registry setting (1) but took it out later, and I did uncheck the cloud storage settings. I went back to version 2035, until the 2037 version came out and have been using that since then, even though it did not contain a fix for our issues, either the pop-up message or the startup options drop down box. I have checked the cloud storage settings, and a check of the registry settings shows that I have a REG_DWORD setting Reopen Windows Option set to (1) in version 2037.
We are fortunate that Outlook is still usable. Maybe if this issue had been significant, a fix would have been more urgently actioned. We can only wait and hope that a permanent fix is forthcoming soon.
