Using Classic Outlook on Windows for personal email, calendar, and contact management
I'd hope this can be fixed soon, this issue is going for almost half a year or even more,

I have multiple accounts in my outlook. Something changed on one of the accounts over the past week. When I click on one of the accounts to start a new email, I get the below dialog box which slows my ability to create a new message or see read messages since it hangs up the account for 15-30 seconds. Any advice n how to resolve the matter, including stop retrieving the templates in outlook?
Thank you,
Brad

Same here. Regardless of my Outlook account, personal or business, simply clicking Reply causes the annoying template retrieval.
Thank you, @Gabriel Bratton. This issue continues to annoy us. I have submitted the in-app support request as you suggested. Is there a way for me to get you the logs? You may contact me directly as well.
Thank you for your article. Just to clarify, in the case of my organization, you do NOT have to click on the From field for this to happen. In my own case it reliably happens when I try to simply click "Reply" on my first message of the day. Another user also says this happens to him periodically when clicking Reply.
Hello
Is there a fix for this issue yet? I am still having the problem and it is incredibly frustrating.
Thanks
Stuart
Hello Bradley,
Good day! Thank you for posting to Microsoft Community. We are happy to help you.
I understanding your Outlook is slowing down when you want to create a new message it takes about 15-30 seconds.
May I know if you are still using these templates? To remove this dialog box you have to remove the templates from your Outlook, to remove the templates In your Outlook ribbon, select "Open Templates." On the page that opens, find and click the Template you'd like to delete lick "More," and then "Delete Template." Note: any changes made will require that you close and re-open Outlook
To narrow down on your Outlook slowing down when opening, please check for updates and update to the latest version if you are not using it already: open Outlook > click on File > Office account > Office updates > update to the latest version.
Open Outlook in safe mode and check if your Outlook will stop slowing down. Open Outlook in safe mode (microsoft.com)
We are looking forward to your reply. Thank you for your cooperation.
Sincerely,
