In my Outlook (updated Office 365 ClickToRun with Exchange On-line) there are newer ribbon groups I don't have any use for.
New groups (OneNote, 1-click actions, My templates and Add-In) are in the Home- and Message-ribbons.
I've edited the ribbons but as soon I edit f.i. the Home ribbon, the groups are restored back in the Message ribbon. If I edit the Message ribbon, the groups are again restored in the Home ribbon.
I've tried resetting the ribbons and start all over again and I also made an Office repair but nothing helps. It looks like editing one of the ribbons toggles back the default in the other ribbon.

Are you joking? If you are just going to reset the ribbon every ten minutes, why do you let people customize it?
This is a bug.
I have this same issue, except that my customized settings will not even stay for 10 minutes! As soon as I click on "reply" or 'new email" then back to home I have lost my customizations. Then I go from home back to "reply" and my settings there are gone and I have all this OneNote, Viva Insights, Templates, Polls and Immersive GARBAGE shoved back in my face. I do realize that all of these things help MS collect user info (for their own marketing reasons) but it's really annoying that as much as this software costs my company (with 100s of employees using MS 365) it isn't even easy or productive for us to use it. How about actually making products FOR THE USER instead of your own data gathering.

I am tired of resetting any and all Microsoft products customizations literally every other day. Isn't there a preferences file somewhere that can be saved and then copied over when ribbons get rewritten?
Yes, you can use the "export/import" function in the "Customize the Ribbon" window (brought up with a right click in a blank area of the ribbon). You can export your current ribbon and Quick Access toolbar customizations as a file "Outlook Customizations.exportedUI"; the file can be saved to any folder you want.
The same procedure can be used to backup ribbon/quick access customizations for each of the Office applications.
Like some of the other suggested workarounds this one seems to help somewhat (with the emphasis on "somewhat") but definitely does not prevent the sporadic ribbon changes. Just today my message ribbon suddenly showed 5 icons that I have repeatedly deleted (see attached jpg).

I already save the customized ribbon as you suggest. I use it to restore my customized ribbon. The problem is that Microsoft keeps overriding the customized ribbon with the default ribbon so I have to restore it. This problem has arisen recently. For years it was not a problem. It does not seem to be a problem with Word, Excel, or PowerPoint.
Yes, the problem is much more pronounced in recent years and it is a real nuisance to constantly restore the ribbon from backups (as you noted this issue does not seem to affect other Office 365 apps). The focus on Outlook and pushing icons back on the ribbon seems to be part of a marketing strategy to push users to use the new "features"; it also may be part of broader strategy: there are persistent rumors that MS is ultimately planning to phase out the desktop Office 365 apps in order to push everyone to the web-based versions.
Phasing out the desktop version of Outlook will not fly with enterprise users. If that happens, we'll have to replace all the Office 365 desktop apps with something like LibreOffice.
I actually came here to find a solution to the ever-changing ribbons. I made ribbon changes in my mailbox, and had to do the same in a shared mailbox, only to see it resets my mailbox ribbon to the default. So annoying! I wish there was a way to stop Microsoft from changing my preferred setup.
