Keep Getting "Outlook closed while you had items open. Reopen items from last session?" Even Though It's Not True

This just started happening. Whenever I open Outlook, I get the message "Outlook closed while you had items open. Reopen items from last session?" even though this is not true -- I did not have items open when I closed Outlook. Using Windows 11. Screenshot of what version of Outlook I have:

I'm on build 2306. Is this the reg key in question?

DWORD: ReopenWindowsOption
Value: 1

Yes.

Some users that updated to 2306 have reported that the key was not already in the Registry and had to add it and the value.

    like Indicated before my 2016 seems to have fixed itself or may Microsoft remotely did, I no longer have this error. Must have been a Microsoft bug. Mine

    only lasted two days. It was a very annoying bug. I 'm running version 2309, build 16827.20056

    The latest version of Microsoft 365 and perpetual editions of MS Office 2016 / 2019 / 2021 Click-to-Run for the "stable" Current Channel release is Version 2308 / Build 16731.20234 (rel. 12-Sep-2023). For example, see the update history <here> for retails versions of Office 2016 and Office 2019 C2R (Current Channel).

    If your MS Office 2016 C2R software has already updated to Version 2309 / Build 16827.20056 then that suggests that you have enrolled in Microsoft's Office Insiders program for early beta testers and are receiving Current Channel (Preview) builds that have bug fixes that most users posting in this thread don't have yet. The update history <here> for the Current Channel (Preview) builds shows that Version 2309 / Build 16827.20056 was released to Insiders on 11-Sep-2023.

    Strange ! I did nit sign for the insider program. yet I got the 2309 & the error doesn't occur anymore thanks to you all

    Hi all,

    The fix was ported to the latest Version. The build with the fix just became available. It's not being pushed yet, so you will need to update manually by clicking File, Office Account, Update Options, Update Now. Sometimes not everyone can get the build when it first comes out but worth checking if you can.

    It will show as Version 2309 Build 16827.20130:

    I also updated the Known Issue with this fix status, Outlook unexpectedly prompts to reopen items from your last session - Microsoft Support.
