Keep Getting "Outlook closed while you had items open. Reopen items from last session?" Even Though It's Not True

This just started happening. Whenever I open Outlook, I get the message "Outlook closed while you had items open. Reopen items from last session?" even though this is not true -- I did not have items open when I closed Outlook. Using Windows 11. Screenshot of what version of Outlook I have:

I'm on build 2306. Is this the reg key in question?

HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Outlook\Preferences
DWORD: ReopenWindowsOption
Value: 1

Yes.

Some users that updated to 2306 have reported that the key was not already in the Registry and had to add it and the value.

    Hi Drcard:))

    Thank you for the advice and very detailed instructions on rolling back Outlook to the previous version number 2305 build 16501.20210.

    I have tried your fix, and it has worked with my systems Office 21 Pro. I'm now on the 2305 version number build 16501.20210, and the drop-down box is back displaying as it has done with three options. I did get the pop-up box when I first opened Outlook again, but it settled after a re-start.

    I hope that others will give this a try, or Diane Pomersky's method as outlined by Great White North. If I can do it successfully you can!!

    Can someone with greater experience of these situations, explain why we haven't heard a peep from Microsoft, via their moderators. I'm certain that there is an expert team feverishly working on this glitch, and I'm thankful to them. I wonder if the Microsoft boffins/management would accept no feedback or progress updates from service providers that they deal with.

    Is this position a bit harsh?

    The instructions did not roll back the previous version. Perhaps I did something wrong.

    I just disabled the Cloud storage options (Store my Outlook settings in the cloud) along with running it as an elevated (run as Administrator) to make sure any setting is set / created and then closed and run as normal and has been working fine for 3 days so far.
