Keep Getting "Outlook closed while you had items open. Reopen items from last session?" Even Though It's Not True

This just started happening. Whenever I open Outlook, I get the message "Outlook closed while you had items open. Reopen items from last session?" even though this is not true -- I did not have items open when I closed Outlook. Using Windows 11. Screenshot of what version of Outlook I have:

I'm on build 2306. Is this the reg key in question?

HKEY_CURRENT_USER\Software\Microsoft\Office\16.0\Outlook\Preferences
DWORD: ReopenWindowsOption
Value: 1

Yes.

Some users that updated to 2306 have reported that the key was not already in the Registry and had to add it and the value.

    I tried your fix to revert to version 2035, even though Outlook 21 was not included in your list of versions, and it did not work.

    Thanks for chipping in, hopefully this will be resolved soon by Microsoft.

    Dear Pete,

    I'm sorry it didn't work for you. I tested it only on Outlook 2019 and it worked. This is a screen shot of Outlook. Before reverting back, the version was 2306.

    I hope MS resolves the issue soon.

    Hi Gregory-Assistance Needed, and Diane if she is watching these threads.

    My program details are listed below, if that helps.

    Windows 11 Pro, Version 21H2, Build 22000.2176

    Outlook Version 2306, build 16529.20182 click 2 run.

    Bitdefender Total Security Build 27.0.14.78.

    Microsoft Edge Version 114.0.1823.82 (Official build) (64-bit)

    The instructions for changing back to version 2035 could be helpful for a lot of us and I will give them a go.
