Clicking on email notification pop-up won't open the email message

When I receive pop-up email notifications through Outlook, I used to be able to just click on the pop-up and it would open the email message. When I click on the notification now, nothing happens except that the notification goes away. In addition, subsequent emails that come in populate a notification but the notification is the same one that I previously received (for example, if the first email I received upon opening Outlook was from Sender A, I will get a notification from Sender A and clicking on that does not open the email. When I get an email from Sender B, I get another notification but it is the same notification as I received from Sender A; again, clicking on it does nothing except to dismiss the notification). If I instead click "dismiss" on the notification, then the new sender's information on the subsequent notification will be accurate. 

Can this be fixed? How can I again get the email message to appear when I click on the email notification?

    I am having the same issue.  Came here to discover it is widespread.

    Clicking on the notification DOES open the email, but it opens it behind other windows.  So I can't see it, can't tell it has been opened, and the email is marked as "read".  

    I've turned pop-up notifications on for a reason - to respond quickly to certain emails.  Opening the email "invisibly" does not meet that need.

    Microsoft, this is worse than no pop-ups at all.

    Exactly same problem here. And thanks for coming over here to try help Linda, but having to create a new profile is a bit much. THis is clearly a widespread issue..

    Windows 10 Enterprise 64-bit, version 1909, having this problem since the notification was changed over to toast. My outlook is M365 MSO 16.0.13001.20266 32 bit. Clicking the notification doesn't open the email, just makes the notification go away.

    On reddit there is a thread for this, by a microsoft agent I was asked to provide info on whether outlook was running elevated and whether a registry key was present:

    First, determine if Outlook is running elevated. Right click on the Windows task bar and select Task Manager. Once opened, click the details tab, then right click on the column headers and choose Select columns. Check the box for the Elevated column, and click OK. Scroll down to Outlook.exe, and look for Yes or No in the Elevated column.

    Elevated = No

    Second, you should have a registry entry that connects the Windows Action Center and Outlook. Open RegEdit (Open the start menu, then type regedit to search for it, open it.) Navigate to:

    Computer\HKEY_CLASSES_ROOT\AppUserModelId\Microsoft.Office.OUTLOOK.EXE.15

    or

    Computer\HKEY_CLASSES_ROOT\AppUserModelId\Microsoft.Office.OUTLOOK.EXE.16

    You should have one or the other of those above. Under that key you should have an entry called CustomActivator with the value {0006F0C6-0000-0000-C000-000000000046}

    Computer\HKEY_CLASSES_ROOT\AppUserModelId\Microsoft.Office.OUTLOOK.EXE.15

    CustomActivator = {0006F0C6-0000-0000-C000-000000000046}

    I'm having the same problem. Email opens when I click the notification, but underneath other windows, which renders it useless. Clearly a bug.

    Same for me. Very annoying as it was working fine before.
