Clicking on email notification pop-up won't open the email message

When I receive pop-up email notifications through Outlook, I used to be able to just click on the pop-up and it would open the email message. When I click on the notification now, nothing happens except that the notification goes away. In addition, subsequent emails that come in populate a notification but the notification is the same one that I previously received (for example, if the first email I received upon opening Outlook was from Sender A, I will get a notification from Sender A and clicking on that does not open the email. When I get an email from Sender B, I get another notification but it is the same notification as I received from Sender A; again, clicking on it does nothing except to dismiss the notification). If I instead click "dismiss" on the notification, then the new sender's information on the subsequent notification will be accurate. 

Can this be fixed? How can I again get the email message to appear when I click on the email notification?

    Windows Key + R to bring up Open window

    Regedit

    (I suggest at this point you go to the file menu and do an export - just in case!)

    Put following into the search bar

    Computer\HKEY_CLASSES_ROOT\AppUserModelId\Microsoft.Office.OUTLOOK.EXE.15

    Right click and rename to Microsoft.Office.OUTLOOK.EXE**.16**

    Exit and if you like restart computer

    Have an office of 14 users, everyone is having this issue.  It just stopped working about 4-6 weeks ago.  I am getting complaints about the loss of functionality...

    I'm the original poster. I updated to the most recent version of Windows 10 (I think 1909), which partially fixed my problem. Now when I click on the email notification, it does open the email. However, as WI IT guy indicates, it's buried beneath several other windows most of the time (I can't get it to always appear on top). I'm running Office 365.

    Think we should take bets on how long it will take Microsoft to fix?  2 years??  You want the over or under?  ;-)

    So I discovered if you open outlook in safe mode (outlook.exe /safe) then it works just fine.  I thought that meant it would be an add-on or something that was messing it up, but I've since disabled every add-on and still the same issue.

    I also found a registry you can make to make the popups the old school way like they were in Windows 7, that also works.

    [HKEY_CURRENT_USER\Software\Microsoft\Windows NT\CurrentVersion\AppCompatFlags\Layers]

    "C:\Program Files\Microsoft Office\root\Office16\OUTLOOK.EXE"="~ WIN7RTM"
