in the "Type here to search" box on the Task Bar type > cmd   >choose run as an administrator.. paste the commands into Command Prompt box.

Hit the enter key on the keyboard after pasting each command line.

cd "C:\Program Files\Common Files\microsoft shared\ClickToRun"

and then

officec2rclient.exe /update user updatetoversion=16.0.12827.20470

UPDATE:

Do nothing, wait.   See:

Microsoft is automatically propagating a fix.....  I am seeing it automatically patch some of my clients i had not fixed yet, that complained earlier..

    Same issue...  July 15th...

The Windows 10 system updated this morning..

Now all my Office 2019 apps work EXCEPT for Outlook which now, as with others, opens for about 5 seconds then closes. Have done a system restore, repair Office, etc.. etc..

    NADA... Outlook is not broken..

This update appears to have really messed up something.

    WHAT GIVES?????

FYI, ESET internet security coincidentally did a major update today (July 15) and I contacted them to see if the Outlook problem was related to that (since Outlook worked fine yesterday, July 14). They tested and found it was not, so that can be taken off the list. So we wait for Microsoft to fix this MAJOR problem.

This worked for me too - I also reverted to an earlier version of Office (16.0.12827.20268)
